    Transport for London’s A10/Lincoln Road Junction walking and cycling improvements do not impact the accessibility of healthcare facilities located beyond the scheme’s area of intervention along Lincoln Road. The scheme does not result in any car park reductions along Lincoln Road.

     

    In addition, engagement took place between Transport for London and the London Ambulance Service to ensure that the scheme does not negatively impact ambulance services.

     

    The present scheme anticipates the conversion to one-way of a section of Main Avenue by LB Enfield as part of their planned Enfield Town to Ponders End Station Walking and Cycling Route (link). This one-way conversion might impact some journeys to or from healthcare facilities along Lincoln Road. We recommend reaching out to LB Enfield for enquiries regarding this potential change via JourneysandPlaces@enfield.gov.uk.

    The delivery of the A10/Lincoln Road Junction by TfL will be coordinated with the delivery by LB Enfield of a bi-directional cycle track along the northern edge of Lincoln Road (east).

     

    The latter is expected to accommodate most westbound cyclists.

     

    As a result, cyclists travelling east-west across the A10 from Lincoln Road (east) to Lincoln Road (west) will be directed as follows:

    • Lincoln Road (east) planned bi-directional cycle path. 
    • Shared use area at north-east corner of the junction. 
    • Signalised cycle crossing.
    • Shared use area at north-west corner of the junction. -
    • Parallel pedestrian and cycle crossing followed by either:
      • Northbound: mix with traffic along Lincoln Road. - Traffic levels here are fairly high and the route isn’t a Quietway so anyone choosing to cycle this section would be doing so in normal traffic conditions and at their own risk
      • Westbound: shared use area, then Main Avenue planned bi-directional cycle path. 

     

    This is expected to provide a direct and attractive link for cyclists traveling in both directions.

     

    The coordination between TfL and LB Enfield schemes will include insuring that temporary road layouts around roadworks, construction, or the delivery of the scheme provide a safe and inclusive environment.


     TfL would plan to begin constructing the scheme in early 2028. Construction phasing plans will be developed in coordination with LB Enfield,  subject to the outcome of the public consultation

    Depending on the outcome of the consultation, we would plan to begin constructing the scheme in early 2028. The works would take approximately 8 months to complete. These timescales are usual for a scheme of this scale.

    Any scheme of this scale will inevitability cause some disruption to road users during construction. As part of our detailed planning for the construction phase of the scheme, we will make every effort to minimise disruption to local residents and those using the junction.

    We will provide regular updates to local residents and those using the junction to ensure everyone is kept fully informed of any temporary changes to road use. A dedicated liaison officer will be appointed to specifically deal with any issues arising from the works.

     Access to pavements for pedestrians will be maintained as much as possible and safe, clearly marked diversions will be created for pedestrians at points where this cannot be avoided.

    Vehicles that would currently take the to-be-banned left turn to continue northbound along A10 Great Cambridge are anticipated to take the following alternative routes:

    • via Southbury Road for journeys starting to the north-west of the junction
    • via Trinity Avenue for journeys starting to the south-west of the junction. 

     

    Integrating the new signalised cycle crossing while maintaining all existing turning movements at the junction, would require an additional signal stage within the junction’s traffic signals sequence.  An impact assessment has determined that doing so would significantly impact journey times and overall capacity at the junction.

     

    The proposed ban of this left turn enables the new signalised cycle crossing and the Lincoln Road western arm to be green at the same time, while preventing a conflict between traffic movements and cyclists on the new crossing.

     

    Thanks to this, the new cycle crossing can be integrated while keeping a 4 stages method control, utilising signal green time effectively, protecting journey times and the overall capacity of the junction.

    While it is too early in the progress of the project to provide detailed information about the exact impact of the construction work on traffic in the surrounding area. As part of our detailed planning for the construction phase of the scheme, we will look to put suitable measures in place to mitigate the impact of construction on traffic in the surrounding area.

    TfL and Enfield Council will work closely together to minimise the impact of construction works on traffic in surrounding areas and local residents and key stakeholders will be kept fully informed as work progresses.
