Why are you doing this scheme?

The scheme aims to improve the walking and cycling experience around this area.

The Mayor of London is committed to tackling air pollution, promoting public transport and making our streets safer. The Mayor’s Transport Strategy sets a target for 80 per cent of trips to be made via walking, cycling or public transport by 2041.

These changes are necessary to make it safer for people walking and cycling in and around the Monument junction.

What is Vision Zero for London?

Vision Zero represents our aim to eradicate deaths and serious injuries from our roads and make London a safer, healthier and greener place by 2041.

Major cities around the world are taking a stand to end the toll of deaths and injury seen on their roads and transport networks by committing to Vision Zero. London is at the forefront of this approach and the Mayor's Transport Strategy sets out the goal that, by 2041, all deaths and serious injuries will be eliminated from London's transport network.

It is neither inevitable nor acceptable that anyone should be killed or seriously injured when travelling in London. When we leave our homes each day, we should feel safe and confident about the journey ahead.

What impact will the scheme have on traffic and journey times?

Increased journey times are expected on all approaches to the junction, with the largest increases occurring during peak traffic times of up to 3 minutes.

Our traffic control team will be exploring innovative technology at traffic signals to allow for adjustments in signal timings throughout the day to keep increases in journey times to a minimum.

Outside of weekday peak traffic times, journey times on Gracechurch Street are expected to have an increase of up to 2 minutes, with limited impact on other arms of the junction.

Why are you proposing to close the slip road into Eastcheap?

We have proposed to close this slip road to increase the amount of pavement space available for pedestrians to make the environment more pleasant and to ensure it is easier and safer to cross the road safely.

Why are you not doing more for cyclists in the area?

London's streets have limited physical space. It is important to protect cyclists, but we must also keep a balance for all road users.

We must also be mindful to not disproportionally impact timings for buses and other vehicles using the roads in the area.

Numerous new cycle facilities are planned at the junction including:

    • A cycle facility on King William Street (northbound) which will allow cyclists to get in front of traffic at the stop line to turn left or right

    • New wand separated lanes for cyclists

    • Advance Stop Lines for cyclists on all arms of the junction

    • Cycle “early release” on all arms of the junction (except Eastcheap). This gives cycles a short head start on other vehicle traffic

    • New “super early release” on Gracechurch Street, granting cyclists more green time compared to standard early release. On Gracechurch Street we recognise that there are large numbers of cyclists using the junction, so we have developed a new approach to the standard "early release" which will provide more green time for cyclists compared to a standard "early release"

We would therefore expect that people cycling would find the junction easier and safer to use in future.

Why are you pedestrianising Fish Street Hill?

We are proposing to widen and relocate the crossing on Eastcheap to make it easier and safer to cross the road, particularly for people coming in and out of Monument Station. To facilitate this, we need to pedestrianise the space at the junction. Current loading restrictions will be unaffected.

When do you plan to carry out the works?

Following the consultation, once we review the feedback and make our decision on the next steps we will complete our detailed design.

We hope to carry out the improvements in 2029 should we go ahead with the proposals as set out in the consultation.  We would be in touch with stakeholders and those interested in the scheme closer to the time with more details.
