Who would be impacted by the proposed changes?

    Currently, between 7 am and 7 pm on Monday to Saturday, Oxford Street is only permitted for buses, taxis, and cyclists. Private cars are banned during these hours, and restrictions also apply to turning from Orchard Street into Oxford Street, with the exception of these permitted vehicles.   

    This consultation proposes that the section of Oxford Street between Orchard Street and Great Portland Street is entirely closed every day, to private motorised vehicles, buses, taxis and private hire vehicles, cycles, scooters and pedicabs. The exception to this would be: 

    • Emergency services would have access to the street at any time.
    • Servicing vehicles would access the traffic-free area from midnight to 7am to support local businesses and retailers. 

    Residents, businesses, visitors and people passing through the area would also be impacted by the proposals. The EqIA https://tfl.gov.uk/oxford-street-transport-highways explains the anticipated impacts on protected groups.

    This consultation proposes to change Oxford Street West, what about Oxford Street East or the section around Marble Arch?

    The Mayor has been clear that his ambition is to transform the whole street, however this consultation is focused on the pedestrianisation of the section between Orchard Street and Great Portland Street. 

    Any transport and highway changes that may be required in the future to enable the transformation of the remaining sections of Oxford Street would be subject to consultation at a later date. 

    Does this consultation cover public realm?

    No. This consultation is focused only on the pedestrianisation of the section between Orchard Street and Great Portland Street.

    Does this consultation address the impact pedestrianisation will have on rough sleeping?

    No, this public consultation is about the proposed transport and highway changes to support the pedestrianisation of Oxford Street West. 

    Nobody should be faced with sleeping on our streets. We work closely with partners including London boroughs, the GLA and outreach services to help safeguard anyone sleeping rough on our land and services. 

    TfL has a good working relationship with Westminster City Council and its commissioned outreach service St Mungo’s. We will refer anyone sleeping rough on Oxford Street to them. Outreach teams are experts in what they do and will be able to signpost and refer rough sleepers to the available and appropriate support for each person’s individual circumstances.
