Today we have published our consultation report which explains the outcome of the consultation. We received 436 responses to the consultation and would like to thank everyone who took part.

Taking on board all feedback received on re routing Cycleway 51 via Cunningham Place, we are content that this scheme will benefit all people who want to walk and cycle in the area.

We have shared the outcome of this consultation with Westminster City Council, who will make a final decision on the next steps because they are the responsible highway authority.

The scheme aims to enhance cycle safety and connectivity between St John’s Wood and Marylebone. You can find more information here on the C51 route.

Between 4 September and 15 October 2023, in partnership with Westminster City Council, (WCC) we held a consultation on proposals to make changes to the junction of Northwick Terrace and St John's Wood Road to accommodate Westminster City Councils Cycleway 51. We’ve since amended our proposals in response to your comments and we would now like to hear your views on re-routing C51 along Cunningham Place instead of Northwick Terrace.

We’re not proposing to make any further changes to our proposals to amend the junction of Marylebone Road and Harewood Avenue, the other TfL junction on C51, which was consulted on at the same time as junction of Northwick Terrace and St. John’s Wood Road.

Having reviewed the feedback from respondents to our previous consultation, working with Westminster City Council we now propose to route the new Cycleway via Cunningham Place instead of Northwick Terrace, to meet at the Aberdeen Place/Lyons Place junction.

These new proposals would replace those we developed and consulted upon for the junction of Northwick Terrace and St John’s Wood Road and mean it would be necessary to make changes to the junction of Cunningham Place and St John’s Wood Road. The new parallel zebra crossing over St. John’s Wood Road, near to the junction with Hamilton Terrace would be retained in these new proposals.

The main benefits of using Cunningham Place rather than Northwick Terrace would be to remove the need to have a shared space on the southern footway of St John’s Wood Road and it would also reduce the number of Westminster City Council Residents Parking bays that would need to be removed. These were both issues that were raised by raised by respondents to our previous consultation. The route via Cunningham Place is very slightly longer but it is flatter and we’d expect that there would be less traffic here in peak hours.

Background

Between 4 September and 16 October TfL consulted on Cycleway 51. The focus was specifically on how the Cycleway was proposed to interact with TLRN junctions along the route – Marylebone Road junctions with Enford Street & Harewood Avenue, and St John’s Wood Road junctions with Hamilton Terrace & Northwick Terrace.

TfL’s consultation report has been published but analysis of the results show that respondents raised concerns with the Northwick Terrace section of the route. Our original plans would result in a loss of Westminster City Council (WCC) resident’s parking bays and create a section of shared space for cyclists and pedestrians on the southern footway of St John’s Wood Road.

We believe we can resolve these issues by re-routing C51 via Cunningham Place instead.

    All of the changes associated with the previous design on Hamilton Terrace plus the width and length of the parallel zebra crossing would remain the same and form part of the new proposals.

    • A new two-way cycle track would be routed along Cunningham Place instead of Northwick Terrace

    • A new ‘raised entry’ junction treatment at the northern side of Cunningham Place. This would reduce vehicle entry and exit speeds on Cunningham Place and it would help pedestrians crossing at this location

    • Three Westminster City Council operated Pay and Display Parking bays would be removed on the southern side of St. John’s Wood Road to accommodate the new cycle track. We propose that two of these bays would be moved to the west of the new parallel zebra crossing at the junction of Hamilton Terrace and St John’s Wood Road. However, we’ve not been able to find a suitable location for the third bay





    There will also be slight modifications to parking arrangements on Cunningham Place which are detailed on the map above.

    This consultation is being delivered in partnership with WCC as they are responsible for managing the roads on Cunningham Place and Northwick Terrace. TfL is responsible for managing St. John’s Wood Road and its junctions with Northwick Terrace and Hamilton Terrace.

    We will share your comments with WCC and the final decision of which route will be used in C51 will be taken by them.

    The proposals have been designed according to our Healthy Streets approach, which aims to make London a safer, healthier and greener place to live and travel.
