Lumley Road junction safety improvements

Consultation update 9 September 2021

Following the consultation exercise on our proposals to improve safety at the junction of Lumley Road and St Dunstan’s Hill which took place from 7 July 2021 to 18 July 2021, we have now completed our analysis and consideration of all the feedback received and are able to publish our consultation report and next steps.

We received almost 200 responses and the majority of those who took part said that they thought the proposals would improve safety at the junction for all road users. The main concern raised about the proposals related to the potential impact of additional traffic using Cheam village centre. Our responses to this and other frequently raised issues can be found in Appendix A of the consultation report.

We have decided to proceed with our proposals without making changes and hope to deliver the works on site before the end of the current financial year.

Our proposed scheme

We propose making the exit from Lumley Road onto St Dunstan's Hill left turn only. To enforce this, we propose installing a pedestrian island in the carriageway at the end of Lumley Road, which would help prevent vehicles from turning right. This island would include dropped kerbs and tactile paving. As well as prohibiting the right turn, this would also provide a safer and easier crossing point for pedestrians and cyclists crossing Lumley Road.

Purpose of the Scheme

We are proposing these changes to reduce the number of collisions at this junction, particularly those involving more vulnerable road users such as motorcyclists. Our data shows that over the past five years there have been 18 collisions in total and nine of these involved motorcyclists, four of which were recorded as ‘serious’. This is a high rate of collisions compared to Londonwide statistics. The scheme would aim to reduce collision numbers by eliminating conflict between vehicles turning right from Lumley Road and northbound traffic on St Dunstan's Hill.
