Route 419 hail and ride conversion to fixed stops

Between 17 April and 11 June 2023, we held a public consultation proposing changes to the stopping arrangements for bus route 419 in the Barnes and Castelnau areas of the London Borough of Richmond upon Thames.
We proposed to convert a hail and ride section of bus route 419 to fixed bus stops. The section of hail and ride is Lonsdale Road in Barnes, in London Borough of Richmond upon Thames.
We have now published our report on the outcomes of the consultation, which you can view in the Documents section of this webpage.
We received 279 responses to the consultation. Our responses to the main issues raised during the consultation is included in Appendix A of the report.
Following careful consideration of the feedback we received from members of the public and stakeholders, we have decided to proceed with the proposed changes as set out in the consultation.
This means fixed stops will be introduced along Lonsdale Road. Please note that the locations outlined in the consultation were indicative and remain subject to final agreement, following consultation carried out by the London Borough of Richmond upon Thames.

Lonsdale Road installation of fixed bus stops
We are proposing to convert a hail and ride section of bus route 419 to fixed stops. The section of hail and ride is Lonsdale Road in Barnes, in London Borough of Richmond upon Thames.
Hail and ride is where you can get on or off the bus by signalling to the driver that you want to get on or off the bus at a certain points along the road rather than using a designated bus stop.
The proposals would see four sets of bus stops placed along Lonsdale Road and allow bus services to become fully accessible to bus users and the local community. Passengers would need to use these bus stops to use the service and would no longer be able to hail the bus along Lonsdale Road. The existing hail and ride route in the remainder of Barnes would continue as now.
Why are we proposing this?
Lonsdale Road has seen an increase in on-street parking, making it difficult for drivers to pull alongside a kerb and allow passengers on and off the bus. As a result of the bus not being able to pull alongside the kerb, some passengers are not able to use the service.
We need to make sure all our customers feel that the bus is the best option for their journey and that they will have a safe and comfortable experience at bus stops and on buses. We will work collaboratively to ensure the experience of using the bus matches the expectations and requirements of all our existing and potential customers, including working with boroughs, public transport advocates and stakeholder groups.
The bus is already one of our most affordable, accessible and inclusive forms of transport. All of our buses are wheelchair accessible, fitted with ramps, and can be lowered to pavement level to make it easier for older or disabled passengers to board. Nearly 95% of our bus stops are accessible.
Bus users along Lonsdale Road would also benefit from real time information about bus arrival and journey times as they could have bus stop reference points for their journey. This may make people feel safer when using the bus as they would know an almost real-time arrival time for the bus at the next bus stop. Location of bus stops
To make sure the new bus stops would be fully accessible, the local authority, LB Richmond upon Thames are also proposing some highway changes to Lonsdale Road.
We are suggesting these locations. However, you can use our “map” tool to locate your own stop and let us know why you think it should be there.
We have tried to take in to account location of trees, dropped kerbs and popular places where passengers get on and off the bus to propose our locations, trying where possible to keep within 400 metres of the next stop.
1. Near junction with Gerard Road
Along the side wall of 76 Gerard Road on Lonsdale Road (Bus towards Richmond)

- 10 metres of the kerb would be raised to make the bus stop fully accessible
Opposite 265-271 Lonsdale Road (Bus towards Bessborough Road, Roehampton)
- Proposed permanent bus stop to replace existing single yellow line restrictions
- 10 metres of the kerb would be raised to make the bus stop fully accessible
It is proposed to install a new raised Zebra Crossing which would replace the existing central island between the bus stops.
2. Near Walnut Tree Close
At the back of 60-71 Walnut Tree Close (Bus towards Richmond)
- Proposed permanent bus stop to replace existing double yellow lines and advisory cycle lane
- 10 metres of the kerb would be raised to make the bus stop fully accessible
Opposite 247-249 Lonsdale Road (Bus towards Bessborough Road, Roehampton)
- Proposed permanent bus stop to replace existing double yellow lines and advisory cycle lane
- Existing footway to be widened by 1.5 metres to create a bus boarder with higher accessible kerb
It is proposed to install a new raised Zebra Crossing which would replace the existing central island. (This is subject to further funding).

3. Next to St Paul’s Playing Fields
Outside 35-37 Lonsdale Road (Bus towards Richmond)
- Proposed permanent bus stop to replace existing single yellow line
- Removal of two permit holder bays
- Zig-zag markings to be shortened
- 10 metres of the kerb would be raised to make the bus stop fully accessible
Opposite 41a and 43 Lonsdale Road (Bus towards Bessborough Road, Roehampton)
- Proposed permanent bus stop to replace existing double yellow lines
- Removal of five permit holder parking bays
- 10 metres of the kerb would be raised to make the bus stop fully accessible
Outside 39 Lonsdale Road
- Existing build out extended to reduce crossing point and improve visibility sightlines

4. Near junction with St Hilda’s Road and Blakemore Gardens
Outside 1b The Day Nursery (Bus towards Richmond)
- Proposed permanent bus stop to replace existing double yellow lines
- Removal of one short stay bay
- 10 metres of the kerb would be raised to make the bus stop fully accessible
Outside 30-36 Lonsdale Road (Bus towards Bessborough Road, Roehampton)
- Proposed permanent bus stop to replace existing single yellow line
- Removal of one permit holder bay
- Zig-zag markings would be shortened
Connecting with London's deaf community on our consultations
To enhance how we engage and consult with London's deaf community we are trialling a British Sign Language (BSL) consultation conversation service for this consultation. This service will allow the TfL consultation lead to have a two-way BSL translated discussion on any aspect of this consultation with a BSL speaker.
