Withdrawal of route 415 and changes to route 333

Proposals
We are proposing to withdraw bus route 415 and extend bus route 333.Bus route 415 currently operates between Old Kent Road (Tesco) and Tulse Hill station. Bus route 333 currently operates between Tooting Broadway Station and Elephant & Castle. See how these routes operate today by viewing the current route map.
We are proposing to extend bus route 333 from Elephant & Castle to Old Kent Road (Tesco) via the routeing of the current bus route 415. Below is a map showing our proposal for bus routes 415 and 333.
The diagrams below compare the current local bus network with the proposed network. They show local bus routes and key interchange locations before and after the proposed changes.
Bus route 333 proposed restructure
Current Route: Operates between Tooting Broadway Station and Elephant & Castle via Streatham, Tulse Hill, Brixton, Stockwell, Oval and Kennington
Proposed Route: Re-structured to be extended from Elephant & Castle to Old Kent Road (Tesco) via the routeing of the current bus route 415.
The extension of bus route 333 would see the route continue onto New Kent Road at Elephant & Castle and would use different bus stops at Elephant & Castle than it does currently.
Our proposal would introduce new direct links on bus route 333 between Old Kent Road and Stockwell, Streatham and Tooting.
Bus route 415 proposed withdrawal
Current Route: Operates between Old Kent Road (Tesco) and Tulse Hill station via Kennington, Oval and Elephant & Castle.
Proposal: Withdraw the route entirely.
Bus route 415 would be withdrawn so some passengers who currently use it may lose direct links to some destinations.
For example, people who travel between Old Kent Road and destinations between 1) Oval and Brixton, and 2) Brixton and Tulse Hill would need to change between buses in future.
Elephant & Castle can act as an interchange hub for journeys between Old Kent Road and destinations between Oval and Brixton as it would provide same stop interchange options for passengers between bus route 333 and bus route 133.
Brixton can act as an interchange hub for journeys between Old Kent Road and destinations between Brixton and Tulse Hill as it would provide same stop interchange options for passengers between bus routes 2 and bus route 432 and bus route 333.
Why?

Here you can find out more about why we think these changes are needed:
- Demand on bus route 415 has dropped significantly since the pandemic, with the busiest section of the route between Tulse Hill and Brixton towards Old Kent Road (Tesco)
- Our proposal has been designed to address excess capacity, simplify the network and reduce operating costs on the Elephant & Castle, Brixton and Tulse Hill corridors
- Bus routes 2 and 432 have sufficient capacity to meet demand should bus route 415 be withdrawn. This will be kept under review
- Our proposal would simplify routes in central and inner London, delivering a smaller number of high-frequency, more reliable routes while maintaining a comprehensive and frequent service
Our vision for buses
London is constantly changing and, as our most flexible form of public transport, our bus network must change too. That’s why our 2026 Business Plan(External link) builds on our Bus Action Plan(External link) by setting out how we will reimagine London’s bus network to ensure it can continue to deliver for the changing needs of Londoners now and into the future. This means providing an attractive, reliable, green bus service for all Londoners which reflects demand and is financially sustainable.
What this means for customers is that we’re going to be consulting on changes to ensure buses run where they’re needed most:
- We will simplify routes in central and inner London, running a smaller number of high frequency, more reliable routes, so that we can deliver an attractive service which is still comprehensive and frequent, but has less duplication and excess capacity. We will seek to minimise any negative impacts, for example by ensuring convenient comfortable and accessible interchanges to help customers easily move around the network in a similar way to the London Underground and the wider rail system
- We will continue to improve connections in outer London by expanding the Superloop network to link town centres and key stations. New connections will help unlock housing growth and encourage even more Londoners to go car free
- While some routes will change, we will minimise any local impacts as far as possible. Our aim is to create a network that’s easier to understand and better reflects how people travel today
Alongside bus route changes, we’re also taking action to tackle congestion on bus corridors to make passenger journeys quicker and more reliable. This includes:
- Rolling out world-leading FUSION technology to give buses priority at junctions and traffic signals
- Partnering with boroughs and coordinating roadworks
- Cutting delays to buses through our pan-London lane rental scheme, which charges utility companies for how long they take to carry out roadworks, so streets are reopened more quickly
- Investing £90m a year to improve borough roads, making them safer and better for buses and those walking and cycling
- Targeting £30 million through our Better Bus Partnerships to improve whole bus corridors, cutting delays and making journeys quicker and more reliable in Haringey, Lewisham and Southwark
- Trialling AI cameras on buses to identify delay hotspots. Using the intelligence gathered to better understand the impact of roadworks and traffic contraventions, improve enforcement and reduce delays to buses
At the same time, we’re rolling out improvements to enhance customer experience for those using our buses, making them greener, safer, and more comfortable. This includes:
- Delivering the next iteration of our world-leading Bus Safety Standard, which ensures new buses in London are fitted with advanced safety features such as intelligent speed assist and camera monitoring systems
- Ensuring that customers have up-to-date information, where they need it, by installing 5,000 additional real-time information displays at bus stops
- Delivering next-generation bus shelters at more locations, with better lighting, seating and accessibility
- Building on Western Europe’s largest zero emission bus fleet, with up to 6,000 zero emission buses in service by 2030, the equivalent of two entering service every day
- Improving passenger confidence and safety with our trial of CCTV at 30 bus shelters to evaluate the feasibility of a wider introduction
- Investing in bus driver training to support a better and consistent customer experience
- Improving bus station layouts to improve safety, accessibility and customer experience

All stops currently served by bus route 415 would continue to be served by other frequent bus routes. While some customers may need to change buses to complete their journey, we have designed our proposal to minimise disruption and make changing buses as easy as possible.
Key interchange points would be available at Brixton and Elephant & Castle, where connecting bus stops are close together, with walking distances of no more than 40 metres.
Customers who need to change buses can benefit from the Hopper fare, which allows unlimited bus journeys within one hour of touching in for a single fare of £1.75.
Changes to bus route 333
We are proposing to extend bus route 333 from Elephant & Castle to Old Kent Road (Tesco) via New Kent Road and Bricklayers Arms at the same time as bus route 415 is withdrawn. This would:
- Maintain direct links between Old Kent Road, Kennington and Brixton that would otherwise be lost
- Provide a more frequent service between Elephant & Castle and Old Kent Road (Tesco), as bus route 333 operates more frequently than the current bus route 415
- Mean that bus route 333 no longer service its first and final stops at Newington Causeway. It is less than 300 metres from here to the stops that bus route 333 will serve if the route is extended to Old Kent Road (Tesco)
- Provide new direct links between Old Kent Road and Stockwell, Streatham and Tooting
Alternative travel options
If bus route 415 is withdrawn, customers would still be able to make many of the same journeys using other bus services, for example:
- For journeys between Tulse Hill and Brixton, you could use bus routes 2 or 432
- For journeys between Brixton and Elephant & Castle, you could use bus route 133
Journeys requiring a change of bus
Some journeys would require customers to change buses:
- For travel from Old Kent Road (Tesco) to Brixton Road, you could use bus route 333 and change to bus route 133 at same stop at Elephant & Castle station. Travelling in the opposite direction you could use bus route 133 and change to bus route 333 at Elephant and Castle station
- For travel from Tulse Hill to Brixton Road, you could use bus routes 2 or 432 and change to bus route 133 at Brixton. Travelling in the opposite direction you could use bus route 133 and change to bus routes 2 or 432 at Brixton
- For travel from Tulse Hill to Oval, Kennington or Elephant & Castle, you could use bus routes 2 or 432 and change to bus routes 133 or 333 at Brixton. There are additional opportunities for customers to change buses between bus route 2 and bus route 333 between Brixton Academy and Stockwell Gardens which offer same stop interchange. Travelling in the opposite direction you could use bus route 133 or bus route 333 and change to bus routes 2 or 432 at Brixton. There will be additional opportunities for customers to change buses between bus route 333 and bus route 2 between Stockwell Gardens and Brixton Academy, which offer same stop interchange
- For travel from Tulse Hill to Old Kent Road (Tesco), you could use bus routes 2 or 432 and change to the extended bus route 333 at Brixton. There are additional opportunities for customers to change between bus route 2 and bus route 333 at stops between Brixton Academy and Stockwell Gardens which offer same stop interchange. Travelling in the opposite direction you could use bus route 333 and change to bus route 2 and bus route 432 at Brixton. There will be additional opportunities for customers to change buses between bus route 333 and bus route 2 at stops between Stockwell Gardens and Brixton Academy, which offer same stop interchange
- Other bus routes offering journeys between Brixton and Elephant & Castle:
- Between Brixton and Oval: bus routes 3 and 59 and 159
- Between Oval and Elephant & Castle: bus route 155
- The extension of bus route 333 would see the route go to New Kent Road at Elephant & Castle and would no longer service its first and final stops at Newington Causeway. The walk distance between these stops and stops that bus route 333 will serve is less than 300 metres but for those who need to access the stop by bus you can use bus route 133, changing at same stops between Kennington and Elephant & Castle station
