Proposals

Our scheme will provide new or improved pedestrian crossings on all ‘arms’ of the junction of the A10 Great Cambridge Road and Lincoln Road, and include a new direct east-west cycle crossing, as well as widened footways.

The proposal in more detail

Western ‘arm’ of the Lincoln Road junction


  • Widened footways to create a new shared use area for pedestrians and cyclists north of Main Avenue, linking to LB Enfield’s planned Enfield Town to Ponders End Station Walking and Cycling Route

  • The upgrade of the existing crossing north of Main Avenue into a new parallel pedestrian and cycle zebra crossing on a raised table

  • Widened footways to create a new shared use area for pedestrians and cyclists, linking the upgraded crossing to A10 Great Cambridge Road

  • Busy Western ‘arm’ of the Lincoln Road junction with cars, traffic lights, and a modern building under a bright blue sky with scattered cloudsA narrower carriageway reduced to a single lane with the left turn from Lincoln Road into the A10 Great Cambridge Road to be banned for vehicles

  • The closure of the service road access point to create a new shared use area for cyclists and pedestrians. This would allow us to introduce a new signalised cycle crossing across the northern ‘arm’ of the junction and a new crossing over Lincoln Road

  • A new signalised staggered pedestrian crossing over Lincoln Road (west)

  • Widened footways with potentially new low-level Sustainable Drainage System (SuDS) planting south of Main Avenue. These are subject to surveys of the ground which we have yet to undertake

  • The replacement of the existing uncontrolled crossing on Main Avenue with a narrower crossing on a raised table (subject to LB Enfield’s future scheme proposals)

Northern ‘arm’ of the Lincoln Road junction with the A10 Great Cambridge Road


  • A new straight across signalised cycle crossing over the A10 linking the proposed new shared use area for cyclists and pedestrians, linking to LB Enfield’s planned Enfield Town to Ponders End Station Walking and Cycling Route on either side

  • Northern ‘arm’ of the Lincoln Road junction with the A10 Great Cambridge Road with cars, traffic lights, and nearby buildings under a blue sky with scattered cloudsAn improved signalised staggered pedestrian crossing over the A10 Great Cambridge Road with a widened central island

  • A new entry only access point from the A10 Great Cambridge Road to the service road (traffic exiting the service road would do so via the existing Southbury Rd access to the north). This would require the removal of 30m of informal parking opposite 149, 147A and 147B Great Cambridge Road to maintain access and visibility around the new access

  • Widened footways to create a new shared use area for pedestrians and cyclists. This is enabled by the removal of the left-turn slip road from the A10 Great Cambridge Road southbound to Lincoln Road eastbound. Left turn movements would remain possible via a new combined straight ahead/left-turn lane

  • The closure of the existing A10 turn-around opening in the central reservation located north of the junction in front of the Lincoln Road (Stop H) bus stop

Eastern ‘arm’ of the Lincoln Road with the A10 Great Cambridge Road junction


  • The replacement of the existing pedestrian signalised staggered crossing with a new staggered Toucan crossing over Lincoln Road (East). A Toucan crossing is intended to be used by cyclists and pedestrians together, without the need for cyclists to dismount

  • Widened footways to create a new shared use area for pedestrians and cyclists, linking to LB Enfield’s planned Enfield Town to Ponders End Station Walking and Cycling Route to the east

Southern ‘arm’ of the Lincoln Road with the A10 Great Cambridge Road junction


  • An improved signalised staggered pedestrian crossing over the A10 with a widened central island and better-spaced crossing locations. This would make it easier for pedestrians to cross here

    Our latest estimate identified a £2.9m overall project cost for this scheme. 
    Should the decision to proceed be taken following the Public Consultation, this estimate will be updated should any design amendments be required.

    Transport for London’s A10/Lincoln Road Junction walking and cycling improvements do not impact the accessibility of healthcare facilities located beyond the scheme’s area of intervention along Lincoln Road. The scheme does not result in any car park reductions along Lincoln Road.

     

    In addition, engagement took place between Transport for London and the London Ambulance Service to ensure that the scheme does not negatively impact ambulance services.

     

    The present scheme anticipates the conversion to one-way of a section of Main Avenue by LB Enfield as part of their planned Enfield Town to Ponders End Station Walking and Cycling Route (link). This one-way conversion might impact some journeys to or from healthcare facilities along Lincoln Road. We recommend reaching out to LB Enfield for enquiries regarding this potential change via JourneysandPlaces@enfield.gov.uk.

    The delivery of the A10/Lincoln Road Junction by TfL will be coordinated with the delivery by LB Enfield of a bi-directional cycle track along the northern edge of Lincoln Road (east).

     

    The latter is expected to accommodate most westbound cyclists.

     

    As a result, cyclists travelling east-west across the A10 from Lincoln Road (east) to Lincoln Road (west) will be directed as follows:

    • Lincoln Road (east) planned bi-directional cycle path. 
    • Shared use area at north-east corner of the junction. 
    • Signalised cycle crossing.
    • Shared use area at north-west corner of the junction. -
    • Parallel pedestrian and cycle crossing followed by either:
      • Northbound: mix with traffic along Lincoln Road. - Traffic levels here are fairly high and the route isn’t a Quietway so anyone choosing to cycle this section would be doing so in normal traffic conditions and at their own risk
      • Westbound: shared use area, then Main Avenue planned bi-directional cycle path. 

     

    This is expected to provide a direct and attractive link for cyclists traveling in both directions.

     

    The coordination between TfL and LB Enfield schemes will include insuring that temporary road layouts around roadworks, construction, or the delivery of the scheme provide a safe and inclusive environment.


     TfL would plan to begin constructing the scheme in early 2028. Construction phasing plans will be developed in coordination with LB Enfield,  subject to the outcome of the public consultation

    Depending on the outcome of the consultation, we would plan to begin constructing the scheme in early 2028. The works would take approximately 8 months to complete. These timescales are usual for a scheme of this scale.

    Any scheme of this scale will inevitability cause some disruption to road users during construction. As part of our detailed planning for the construction phase of the scheme, we will make every effort to minimise disruption to local residents and those using the junction.

    We will provide regular updates to local residents and those using the junction to ensure everyone is kept fully informed of any temporary changes to road use. A dedicated liaison officer will be appointed to specifically deal with any issues arising from the works.

     Access to pavements for pedestrians will be maintained as much as possible and safe, clearly marked diversions will be created for pedestrians at points where this cannot be avoided.

    Vehicles that would currently take the to-be-banned left turn to continue northbound along A10 Great Cambridge are anticipated to take the following alternative routes:

    • via Southbury Road for journeys starting to the north-west of the junction
    • via Trinity Avenue for journeys starting to the south-west of the junction. 

     

    Integrating the new signalised cycle crossing while maintaining all existing turning movements at the junction, would require an additional signal stage within the junction’s traffic signals sequence.  An impact assessment has determined that doing so would significantly impact journey times and overall capacity at the junction.

     

    The proposed ban of this left turn enables the new signalised cycle crossing and the Lincoln Road western arm to be green at the same time, while preventing a conflict between traffic movements and cyclists on the new crossing.

     

    Thanks to this, the new cycle crossing can be integrated while keeping a 4 stages method control, utilising signal green time effectively, protecting journey times and the overall capacity of the junction.

    While it is too early in the progress of the project to provide detailed information about the exact impact of the construction work on traffic in the surrounding area. As part of our detailed planning for the construction phase of the scheme, we will look to put suitable measures in place to mitigate the impact of construction on traffic in the surrounding area.

    TfL and Enfield Council will work closely together to minimise the impact of construction works on traffic in surrounding areas and local residents and key stakeholders will be kept fully informed as work progresses.
