Update 31 July 2023

Today we have published our consultation report following this consultation.

We received 258 responses to the consultation and would like to thank everyone that took part. After careful consideration of the consultation responses, we have decided to proceed with the eight bus route service changes as proposed.

The service changes will be introduced in stages, and over a period of time in line with the pace of redevelopment in the Brent Cross Town area. This is expected to start with changes to bus route 189 to enable it to serve Brent Cross West rail station once this opens. All service changes will be supported with customer information in advance, and with minimal disruption to current bus journeys.

Thank you again to everyone that took part.

- update ends -

We are proposing changes to bus routes 102, 189, 210, 232, 266, 316, 326 and C11 in the Brent Cross Cricklewood area. Our aim is to adapt and develop a bus network ready to serve the new Brent Cross West rail station, the growing Brent Cross Town community and other developments around Edgware Road.

Overview

London’s bus network is our most affordable, accessible and available form of public transport and offers the main sustainable alternative to cars for those journeys that can’t easily be walked or cycled. It is also London’s most flexible mode of public transport, and we continuously review and adapt the bus network to ensure that services reflect changing customer needs.

Following the Mayor’s announcement that the Ultra Low Emissions Zone will be expanded London-wide in August, we are undertaking a number of bus consultations across outer London to strengthen alternatives to private cars and maximise the benefits of expanding the ULEZ.

This includes proposing adjustments to bus existing routes to ensure services are operating in areas where our customers need them most and considering where else the network should serve; and in areas where emerging redevelopment is bringing new homes and building new communities.

These proposals relate on the sections of bus routes 102, 189, 210, 232, 266, 316, 326 and C11 in the Brent Cross Cricklewood regeneration area. The regeneration of the Brent Cross Cricklewood area comprises Brent Cross Town and the new Brent Cross West rail station. This transformation is being led by Barnet Council and its partners including Related Argent, Network Rail and the Department for Transport. Visit the Brent Cross Town website for further details.

Planning for the future

We have worked with Barnet Council and its partners to develop proposals for a permanent bus network that would be introduced to the area in stages, with minimal disruption to current bus journeys. The proposals are designed to be introduced over a period of time as development expands, new roads are built, and people, visitors and employees move into the area. This would start with new bus links to Brent Cross West station.

Subject to the outcome of the consultation, should it be decided to proceed with these proposals, temporary arrangements may be required until parts of the new road network are completed.

The next section introduces a series of proposal maps showing where each bus route goes now, and what is proposed. In some instances, the routes on the maps go on to roads that are not yet built. Where street names are used in relation to roads not yet built these are provisional names and are not confirmed. All new street names are subject to approval by Barnet Council.

On our maps, bus stop locations marked as “proposed” represent places where there is not a current bus stop, and we are proposing there would be one. Bus stop locations marked as “possible” would be subject to further discussion with Barnet Council and its partners as development progresses.

Bus routes 102 and C11

Route 102 currently operates between Brent Cross Shopping Centre and Edmonton Green bus station. Route C11 currently operates between Brent Cross Shopping Centre and Archway Station.

We propose to change the section of both routes between Tempelhof Bridge near to Brent Cross Shopping Centre and Claremont Road only. The routes would serve two new roads being constructed as part of the Brent Cross Town development: ‘Tempelhof Link Road’ and ‘School Lane’.

The routes would operate in both directions between Claremont Road and Tempelhof Bridge via ‘Tempelhof Link Road’ and ‘School Lane’ then return to their current line of route on Tempelhof Bridge.

Proposed bus stop names and locations are indicative for consultation purposes.

Bus route 189

This route currently operates between Brent Cross Shopping Centre and Marble Arch.

We propose to change the section of route 189 between Brent Cross Shopping Centre and Claremont Road/Clitterhouse Road only to serve four new roads being constructed as part of the Brent Cross Town development: ‘Claremont Park Road’. ‘Brent Terrace’, ‘High Street’ and ‘Tempelhof Link Road’ and the new Brent Cross West rail station.

The route to and from Brent Cross Bus Station Centre and Claremont Road/Clitterhouse Road would be via ‘Tempelhof Link Road’, ‘High Street’, ‘Brent Terrace’ and ‘Claremont Park Road’, instead of via Tempelhof Avenue and Tilling Road.

Proposed bus stop names and locations are indicative for consultation purposes.

Bus route 210

This route currently operates between Brent Cross Shopping Centre and Finsbury Park. We propose to change the section of route 210 between Tempelhof Bridge and Tilling Road only

The route between Tempelhof Bridge and Tilling Road would become the same eastbound and westbound via two new roads being constructed as part of the Brent Cross Town development: ‘Tempelhof Link Road’ and ‘School Lane’.

Bus routes 232 and 266

Route 232 currently operates between Turnpike Lane and St Raphael’s Estate, via Brent Cross Shopping Centre. Route 266 currently operates between Brent Cross Shopping Centre and Acton, High Street.

We propose to change the eastbound section of both routes between Prince Charles Drive and Staples Corner only, to mirror their current westbound routings.

The eastbound route proposal would be via Tilling Road and Tempelhof Bridge, with the possibility of a new eastbound bus stop on Tilling Road. Each route would no longer serve Etheridge Road.

Proposed bus stop names and locations are indicative for consultation purposes.

Bus route 316

This route currently operates between Cricklewood Bus Garage and White City. We propose to extend the route from its current terminus at the garage to a new terminus at Geron Way, for Brent Cross West rail station. The rest of the route would not change.

Proposed bus stop names and locations are indicative for consultation purposes.

Bus route 326

This route currently operates between Brent Cross Shopping Centre and Barnet, The Spires. We propose to extend the route from its current terminus at the shopping centre to a new terminus at Brent Cross West rail station via three new roads being constructed as part of the Brent Cross Town development: ‘Tempelhof Link Road’, ‘High Street’ and ‘Brent Terrace’. The rest of the route would not change.

The proposed route would operate two-way via Prince Charles Drive, Tempelhof Bridge and Avenue, ‘Tempelhof Link Road’, ‘High Street’ and ‘Brent Terrace’.

Proposed bus stop names and locations are indicative for consultation purposes.

Equalities Impact Assessment

We have undertaken an initial Equality Impact Assessment (EqIA) for these proposals. The EqIA identifies and examines in more detail what positive and negative impacts these proposals may have on individuals with protected characteristics together with our equality objectives and how we propose to mitigate any negative impacts.

We have noted some people may need to change bus to complete their journey as part of these proposals. In some cases, current journeys may take between one and seven minutes longer that now.

We have also noted there is opportunity to create new bus journeys as part of the proposals and this will be of particular benefit to the emerging new communities in the Brent Cross Cricklewood area.

Impacts relevant to each bus route are detailed in each “How these proposals may change your bus journey” section of our route-by-route guide.

These impacts and mitigations will be considered as part of the decision-making process on the proposals. The EqIA will be kept under review and updated to reflect any relevant new information, including information which comes in as part of the consultation process.

A copy of the full initial EqIA document can be found in the ‘Document library’.

Connecting with London's deaf community on our consultations

To enhance how we engage and consult with London's deaf community we are trialling a British Sign Language (BSL) consultation conversation service for this consultation. This service will allow the TfL consultation lead to have a two-way BSL translated discussion on any aspect of this consultation with a BSL speaker.

To request a BSL consultation conversation please contact us at haveyoursay@tfl.gov.uk and we will be in contact to arrange this at a convenient time. Following this trial we will evaluate the service to determine if this is something we are able to offer on other consultations in the future.
