424 bus route – proposed changes in Putney and Fulham
We are proposing to restructure route 424 and introduce a new route 454 which would serve most of existing route 424’s alignment north of the river but with some changes.

We are proposing to restructure route 424 to operate between Putney Heath (Wildcroft Road) and Upper Richmond Road (Putney High Street).
In addition, we are proposing to create a new route which would be numbered 454 to operate between Putney Bridge Station and Fulham (Stevenage Road/Fulham Football Club) which is adjacent to Cannons Leisure Centre, serving most of existing route 424’s alignment but with some changes.

Route 424
The restructured route 424 would no longer serve the section of route between Putney High Street and Fulham (Stevenage Road/Fulham Football Club). This would leave the route operating between Putney Heath and Upper Richmond Road (Putney High Street).
At its northern end, the 424 would operate in a one-way anti-clockwise loop between Putney Hill – Carlton Drive – Upper Richmond Road – Putney Hill. It would operate every 45 minutes.
New Route 454
The new route 454 would replace the northern section of the existing route 424 and operate between Putney Bridge Station and Fulham ((Stevenage Road/Fulham Football Club). We are considering two frequency options for route 454: a bus every 30 minutes or a bus every 45 minutes.
At its northern end, route 424 currently operates Fulham Palace Road – Lysia Street – Woodlawn Road – Queensmill Road – Stevenage Road – Kenyon Road – Woodlawn Road – Inglethorpe Street – Stevenage Road where it terminates and stands before returning Stevenage Road – Queensmill Road – Woodlawn Road – Lysia Street – Fulham Palace Road.
Under the proposals, route 454 would operate in a one-way clockwise loop between Fulham Palace Road – Inglethorpe Street – Stevenage Road where it would continue to use current route 424’s stand at Cannons Leisure Centre before returning Stevenage Road – Queensmill Road – Fulham Palace Road.
In Sands End, the 454 would differ from the route taken by the existing 424 – at present it operates (in both directions) by serving Townmead Road – Byam Street, Broughton Road, Pearscroft Road, Bagley's Lane and New Kings Road. Under the proposals, it would operate in both directions New King’s Road – Bagley’s Lane – Townmead Road. The highway changes required on the proposed route alignment along Bagley’s Lane have not been approved by the borough.

Why?

At present, bus route 424 is operated by non-standard size single deck diesel buses. Congestion in Putney is impacting operators’ ability to operate the route reliably to the specified schedule.
These proposals will address the reliability issues that existing route 424 faces due to congestion on Putney High Street. The proposed routes would no longer serve this area which should lead to improved reliability of the bus routes in the areas that will continue to be served. This is consistent with the Mayor’s Transport Strategy to reshape the London bus network to redistribute resources to reflect changing patterns of demand
In addition, the proposed alignment of route 454 will allow the route to be served by larger single deck buses than are used on existing route 424.
As part of designing these proposals, we have been in discussions with both the London Borough of Wandsworth and the London Borough of Hammersmith and Fulham about any works that would be required. Subject to the outcome of consultation we will continue those discussions.
Buses in London
London’s bus network is our most affordable, accessible, and available form of public transport. It offers the main sustainable alternative to cars for those journeys that cannot easily be walked or cycled.
We continuously review and adapt the bus network to reflect changing customer needs. This includes proposing changes to existing bus routes, so services operate in areas where our customers need them most.

How it impacts you
We have conducted an Equality Impact Assessment on this proposal. This has highlighted that:
- the proposals would improve the reliability of the altered 424 and new 454 bus routes for passengers
- some passengers would lose direct connections compared to the existing route 424.

The frequency of buses may change. Under the proposals, the frequency of route 424 would change from every 35 minutes at present to every 45 minutes. On proposed route 454, we are considering two options: a bus every 30 minutes or a bus every 45 minutes.
With the Mayor’s Hopper fare, adult rate pay as you go fares on buses and trams gives you unlimited journeys for £1.75, made within one hour of touching in. The Hopper fare also applies to discounted rate travel.

These proposals are subject to the outcome of our consultation. Once consultation ends on Sunday 11 January 2026, we will spend time considering all the responses we receive and will prepare a consultation report.
The consultation report will help us reach a decision about whether to permanently withdraw bus route 424 and replace it with the new revised bus route 424 and the new bus route 454.
The report will be available to everyone that takes part in the consultation and a copy will be published on our website.
