Improving safety at East Sheen village

Consultation has concluded

Consultation update 18 December 2023  

Between 18 May and 29 June 2023, we consulted on proposals to improve safety in three areas in East Sheen on the A205 Upper Richmond Road West. These areas were:

  • Junction of A205 Upper Richmond Road West with Sheen Lane/Milestone Green
  • A205 Upper Richmond Road West
  • The area around East Sheen Primary School main entrance  

Proposals included: permanent closure of a slip road to create a pedestrian-friendly space near local shops; a new 20mph speed limit; traffic calming measures including more accessible raised pedestrian crossings; footway widening; an early start for cyclists at the east and west arms of the Upper Richmond Road West/Sheen Lane junction; and improvements to pedestrian crossings.

We have now published our Consultation Report, to explain the outcomes of the consultation.  

Next steps  

Following careful consideration of the consultation responses, we will modify the proposals in response to issues raised and proceed with a revised scheme.  The key updates to the design since consultation will include:  

  • The proposal to reduce the north-bound approach of Sheen Lane to Upper Richmond Road West from two lanes to one lane, to accommodate a relocated loading bay, will be removed from the scheme and Sheen Lane will remain as two lanes
  • The loading and disabled bay on Sheen Lane will remain in its current position in the mouth of the slip road (subject to internal TfL approvals) and not be relocated and extended onto the carriageway
  • As a result of this, the proposed build out on the south-east corner at the pedestrian crossing will also be removed  

Once we have made these amendments to the design and, subject to further funding, construction could potentially start in late 2024.  

To address comments received from this consultation regarding concerns around the removal of the pedestrian barriers and space for parents utilising cargo bikes, we are also looking at the possibility of further amendments outside East Sheen Primary School, to see if additional physical barriers and/or raised kerbs are possible here, and to consider adding parking for cargo bikes.

We are also investigating whether it is feasible to widen the footway on the north-eastern corner of the junction with Sheen Lane to provide more space for pedestrians.  

We will keep local residents up to date as our plans progress.

We’re funding a £2.5million project to improve safety at East Sheen on A205 Upper Richmond Road West, between Sheen Lane & East Sheen Primary School, and we would like to know your thoughts.

What are we proposing? 

Junction of A205 Upper Richmond Road West with Sheen Lane 

  • Introduce Right Turn Only Lanes into Sheen Lane: Vehicles can currently use both lanes to go straight ahead. After the junction, two lanes merge into one, which increases the risk of a collision
  • Shorten pedestrian crossing distances and straighten up kerb lines: Following reports of vehicles mounting pavements and pedestrian injuries, we'd build out the pavement, straighten kerb lines and remove low walls around the junction
  • Introduce advance green light and Advance Stop Line (ASL) for cyclists on the A205 Upper Richmond Road: These would help cyclists pull away ahead of traffic 

Milestone Green / Sheen Lane

  • Permanently close the slip road at Milestone Green: It temporarily closed in 2020
  • Introduce a new longer loading and disabled parking bay on Sheen Lane: When the slip road closed, the loading and disabled parking bay was temporarily relocated on a short, inset bay on Milestone Green. We propose moving it onto the main road, next to where it is now. The new longer bay would double the space for disabled parking or deliveries, and accommodate longer vehicles which don’t fit the current bay
  • To move the bay onto the main road, we'd need to remove one lane at Sheen Lane. Sheen Lane would become one lane in each direction, instead of one lane southbound and two lanes northbound 

A205 Upper Richmond Road West

  • Introduce 20mph speed limit: From Priests Bridge Avenue up to Clifford Avenue
  • Raise pedestrian crossings and islands to pavement level with tactile paving to help slow traffic, and allow people to see and be seen when crossing
  • Resurface road and introduce cycle logo markings: This would make journeys smoother for everyone, especially cyclists
  • Introduce short right turn lane at junction with Thornton Road: To reduce the risk of collision, we’re proposing a waiting area for people turning right 

Improve area around East Sheen Primary School main entrance   

  • Add pedestrian lights and countdown timer at traffic signal height: At the moment, the pedestrian signals on the push button box are hard to see at busy times
  • Widen pavement by 1 metre, add 1 metre planting and remove railings: We're widening the pavement from 1.85 metres to 2.9 metres, and adding 1 metre plant border. This wider area means we don’t need railings anymore. This is safer for cyclists, who can get trapped between the railings and traffic
  • Hertford Avenue: We'd widen the pavement and introduce a pavement level crossing point with tactile paving
