Consultation update 12 July 2023

Between 13 October and 4 December 2022, we consulted on the future of the temporary changes we made to Park Lane to make it easier for people to walk, cycle and use the bus. Our consultation focused on the impact the scheme might have on walking, cycling, public and private transport in the future. We wanted to understand whether we should make any further changes to the scheme or whether there were any issues we needed to address. We also wanted to understand if people had any thoughts about our longer-term vision for Park Lane.

Between 13 October and 4 December 2022, we consulted on the future of the temporary changes we made to Park Lane to make it easier for people to walk, cycle and use the bus. Our consultation focused on the impact the scheme might have on walking, cycling, public and private transport in the future. We wanted to understand whether we should make any further changes to the scheme or whether there were any issues we needed to address. We also wanted to understand if people had any thoughts about our longer-term vision for Park Lane.

We have now published our report on the outcomes of the consultation, which you can view in the ‘Documents’ section of this webpage. We received 3,171 responses to the consultation in total. Thank you to everyone who took part.

Having considered all consultation responses carefully, as well as the monitoring data, operational performance, and impact on equalities, we have decided to make the Park Lane scheme permanent. Subject to funding, we will look to make some improvements to the scheme in the near future, including:

  • Improvements at Stanhope Gate junction to improve accessibility, including widening crossings
  • Remove the cycling facility along sections of the footway on Park Lane, making the footway pedestrian only (except at toucan crossings where cyclists use the crossings and between the entrance and exit of Q park carpark). Cyclists must instead use the bi-directional cycle track adjacent to the footway
  • Relocate all bus shelters from the footway onto bus stop islands next to the bus stop flags where possible (subject to planning permission)
  • Continue announcements on bus routes advising passengers alighting northbound buses of the presence of the cycle lane
  • Investigate better drainage solutions at bus stops and review the location of zebra crossing points near Cumberland Gate to ensure they are positioned where people alighting buses want to cross
  • Installation of automatic monitoring cameras on Park Lane to improve the quality and frequency of data collection

A wide range of views were expressed during the consultation, both positive and negative, with several comments, concerns and suggestions raised. Our responses to the issues raised during the consultation is included in Appendix A of the report.

Overview

In June 2020, as an emergency response to the coronavirus, we made changes to Park Lane to make it easier for people to cycle, walk and use the bus. We think the temporary changes have made a positive difference, and we think that the scheme should remain permanently.

We are holding this consultation because we’d like to know what effects you think the scheme will have on walking, cycling, public transport and private transport in future. We’d also like to know if you believe we should make any changes to the scheme, or if it is causing any issues that you think we should address.

Virtual Community Conversation 

As part of our consultation, we are hosting one-on-one ‘Community Conversations’ with local people who have questions about the scheme. The sessions are intended only for those people who need to discuss a question with us so that they can then submit a response to the consultation.
